Always best to remove it but yes you can but a few cautions. It must be clean and well bonded. You must rough up the surface and clean with a rag and mineral spirits.Glass tiles require a extra strength thin set.Not the standard latex modified thin set. If you have a bright or dark colored laminate you have to make sure you get full coverage on the thin set or some glass tiles will show the laminate or the laminate color will distort the glass color a bit.
So you may have to remove it or paint it with a primer that will adhere to the laminate.

It is best to remove it and if needed you can put a thin plywood underlayment down first to help make the wall even before you install the ceramic or glass tiles. You wouldn’t want the formica to one day separate from the wall after the tiles have been installed!

If you have a flat surface and the space to spare, then there’s no need to remove it. Just make sure the surface is clean and dry before you apply the tile mastic.
